A Pennsylvania native, Emmanuel was born in Philadelphia and spent much of his upbringing in Williamsport. Following graduation from Loyalsock Township High School in 2004, Magruder moved to Philadelphia were he began a career in banking. Magruder has held a retail banking position for Wells Fargo and currently works as a personal banker at the Tenth & Shipley location in Wilmington. Additionally, Magruder is completing a Bachelor’s degree in healthcare administration from Grand Canyon University. Moreover, since 2013  Emmanuel has resided in the West Center city neighborhood of Wilmington with his loving wife and their beautiful daughter.

     Emmanuel believes the economic burden facing many disenfranchised citizens of Wilmington is of pressing concern and should be handled with great care. With a strong financial knowledge, Magruder is well-equipped to tackle the social and economic concerns hindering the overall growth and the thriving of the community. He recognizes that the financial, health, and gross economic disparities must be met with reform.

     Emmanuel understands the complexities of communal concerns and disparities which by and large contribute to higher rates of crime, a lack of resources, poorer health and poorer overall wellbeing of the community. Increases in gun violence, lack of jobs, and an overall lack of resources to facilitate growth and change are harming the community’s most vulnerable citizens—the children. For this reason, Emmanuel insists on focusing on youth development programs. Youth development should be a key focus of every community and is a key focus in Emmanuel’s candidacy.

     Emmanuel’s extensive outreach to the homeless and toward mentoring youth has provided him a wealth of knowledge of what needs to be proposed and accomplished in Wilmington. “It takes a village to raise a child,” therefore Wilmington and it’s public officials must come together to embody this ideology and make significant efforts in promoting strong familial foundations, assessing the needs and concerns of the community, and prioritizing the necessity of providing rich, fruitful resources for our future to come—our children and the family’s that care for them. Wilmington must come together for those in need. Magruder is prepared to take the lead.

     Emmanuel personal history is marked by resilience. As a child, raised in a single parent household, he witnessed first-hand the devastating impacts of drug addiction, mental health issues, and poverty. It was, however, these formative experiences that fostered in Magruder a need to engage in public service. Magruder’s work experience, leadership skills, spiritual convictions, and vision make him the best candidate for leading the collective community to a brighter, more prosperous and healthy future.
